Councilman Ken Remley October Newsletter

Public Participation at City Council Meetings

City Council meetings have been reopened to limited in-person public participation. In-person participants will be required to wear a facial covering when entering and exiting the chambers but may remove it while seated if they so choose. In following CDC guidelines, capacity will be capped at 50 people, and physical distancing measures will be in place. Instructions for how to comment virtually are listed on the agenda. Agendas can be viewed at www.surpriseaz.gov/agendas.

Day of Service

Calling all volunteers! Surprise is looking for help for its Day of Service, on Saturday, October 10. Volunteers will help with various projects throughout the city including landscaping, painting, trimming of shrubs, debris removal and more. This neighborhood revitalization and cleanup event assists neighborhoods and homeowners who may not be physically or financially able to maintain their homes as required by local codes. If you would like to volunteer, either as an individual or a group, please register by emailing Larry Garcia, at Larry.Garcia@supriseaz.gov or by calling 623-222-1522. If you are registering as a group, please note that groups will be limited to no more than 10 people.

On the day of the event, volunteers will meet at the Surprise Senior Center; 15832 N. Hollyhock St. Participants are required to wear face coverings and will be split into small groups. Check-in times will be staggered due to COVID-19. The first group will arrive at 8 a.m. and each project will last from two-four hours.

7th annual Fiesta Grande celebration goes virtual

A Folklorico dancer twirls her blue dress.Celebrate our city’s cultural heritage at the seventh annual Surprise Fiesta Grande – To Go style! This virtual celebration, presented by the City of Surprise Parks & Recreation Department in partnership with 101.9 FM Radio La Campesina, will run Monday, October 5 – Friday, October 9, with a line-up of fun all week long! Enjoy authentic Mexican food, cooking and dance classes, crafts, games and more!

  • All day on October 6, Let’s Taco ‘bout a Good Meal! Where local restaurants will be offering discounts!
  • October 7, at 6:30 p.m.: Nacho Average Virtual Bingo (registration information coming soon)!
  • October 8, at 6:30 p.m.: Virtual Arts and Crafts, featuring WHAM (to participate, pick up your craft kit at the Parks & Recreation office, Monday 10/5 through Thursday 10/8 from 8 a.m. – 5 p.m. 15960 N Bullard Ave Surprise, AZ 85374).
  • October 9, at 5 p.m.: Fiesta Food Truck Friday & Swag Bag (Villanueva Recreation Center, 15660 N Hollyhock St, Surprise, AZ 85378. Register for swag bags at http://surpriserec.surpriseaz.gov by clicking on ‘Special Events’).

Gaines Park Youth Baseball Field Project Update

Construction has started on the relocation of Gaines Park Youth Baseball Field project. This project is grant funded and will be completed in phases as funding is received. The first phase will consist of the ball field and associated fencing, plaza area, sidewalks, restroom and both on-street parking and off-street temporary parking. There will be (2) ADA parking spots on Nash street. This phase of the project is projected to be complete early/late Spring 2021. Fall of 2021, the parking lot is anticipated to be completed and field lighting installed. For more information please feel free to contact the Parks and Recreation office at 623-222-2000.

Small Business Relief Grant Program

Applications are being accepted through October 16, for the Surprise Small Business Relief Grant Program. This grant program provides emergency financial relief to local small businesses experiencing economic distress and loss of revenue due to the COVID-19 pandemic and closures compliant with Governor Doug Ducey’s Executive Orders. To apply, please visit https://www.surpriseaz.gov/3841/Small-Business-Relief-Grants. As part of the application process, you will need to create an account with the Arizona Community Foundation, a Surprise Business “Registration” License and a W-9 form. Citizen Review Meeting

A Citizen Review Meeting is being held on October 7, at 6 p.m. via Zoom to discuss the request of a Conditional Use Permit for a new Multi-Family Dwelling complex located north of Paradise Lane and west of Church Street. Any member of the public may participate and be heard relative to this project. Below, is the meeting link and details for joining. Council Meeting Schedule

The next regularly scheduled Council Meetings are October 6, and October 20, at 6 p.m. Council meetings are broadcast live on Surprise TV at www.surpriseaz.gov/surpriseTV. Cox channel 11 and Century Link 8513 also carry the meetings live. Check the agenda, when posted, for instructions on public comment.

District 4 Community Meeting

My monthly Community Meetings are typically held on the fourth Wednesday of the month from 6 – 7:30 p.m. at the Surprise Senior Center, 15832 N. Hollyhock Street. Due to the COVID-19 pandemic, we are currently unable to conduct face-to-face meetings, but I look forward to meeting again when we are able. Please check the city website at www.surpriseaz.gov/ for updated information on my meet and greet schedule. Please call or email me in the meantime with any questions or concerns you may have.

D4 meeting open to all residents for discussion on future OTS projects

Residents from across the city are invited to attend the next District 4 Community Meeting to discuss proposed improvement projects in the city’s Original Town Site (OTS).

The meeting is scheduled for Wednesday, November 15, 6 p.m., at the Roy Villanueva Recreation Center, 15660 N. Hollyhock Street.

This meeting is the next step following last year’s successful Heritage Overlay discussion in which residents engaged with the city to create positive zoning changes for the OTS.

Through these discussions, the city learned residents wanted new amenities to support youth, employment, retail and quality affordable housing.

The public is encouraged to attend this event to meet with city staff and other partners to discuss the potential for new public-private partnerships to stimulate improvement projects in the area around the city’s existing facilities on Hollyhock Street.

Reunión del distrito D4 será disponible a todos los residentes de Surprise para discusión sobre futuros proyectos de sitio original de Surprise

Se invita a los residentes de toda la ciudad a asistir a la próxima reunión comunitaria del Distrito 4 para discutir proyectos propuestos de mejoramiento en el sitio original de la ciudad (OTS).

La reunión está programada para el Miércoles 15 de Noviembre a las 6 p.m. en el Roy Villanueva Recreation Center, 15660 N. Hollyhock Street.

Esta reunión es el siguiente paso después de la exitosa discusión de Heritage Overlay del año pasado en la que los residentes se comprometieron con la ciudad para crear cambios de zonificación positivos para el OTS.

A través de estas discusiones, la ciudad aprendió que los residentes querían nuevas comodidades para apoyar a los jóvenes, el empleo, el comercio minorista y la vivienda asequible de calidad.

Se pide que el público asista a este evento para reunirse con el personal de la ciudad y otros socios para discutir la potencial de nuevas asociaciones público-privadas para estimular proyectos de mejora en el área alrededor de las instalaciones existentes de la ciudad en la calle Hollyhock.
