Tax Preparation Services

The City of Surprise has partnered again with A New Leaf to offer free tax preparation services to both individuals and families with qualifying incomes. The Volunteer Income Tax Assistance Program (VITA) offers IRS trained and certified volunteers to assist households making less than $58,000 and need help processing their annual income tax returns for free. Project Connect

Project Connect a traveling resource fairThe Human Services Campus is partnering with the Salvation Army and the City of Surprise to bring back the Project Connect event on Tuesday, March 22 from 8 a.m. – 3 p.m. at the Salvation Army Northwest Valley, 17420 Avenue of the Arts. Project Connect is a one-day, one-stop event to assist individuals experiencing homelessness connect to a variety of services. Volunteers needed! Spring Training Delayed

The City of Surprise is disappointed to share that Major League Baseball has officially announced a delay to Spring Training. Tickets bought through an authorized outlet to canceled games will be refunded or exchanged. MLB is working to get the game back on the field as quickly as possible. Free Testing Sites

Free COVID-19 testingIn response to increasing demand for COVID-19 testing, Maricopa County has opened multiple community testing sites across the Valley including a new location at Ak-Chin Pavilion. This testing site is open seven days per week from 11 a.m. – 7 p.m. and takes people with or without appointments. This site also allows for either drive-through or walk-up for testing. Spring Eggstravaganza Vendor Opportunities

The City of Surprise invites interested outreach organizations, promotional vendors and local businesses to participate in the Spring Eggstravaganza! The event is free and features fun for the whole family. Residents will enjoy inflatables, face painting, a special appearance by Mr. and Mrs. Bunny and a series of egg hunts filled with fun toys and treats. Spring Eggstravaganza takes place Saturday, April 16 from 7:30 – 11:30 a.m. at the Surprise Recreation Campus. The promotional booth fee is $500 for business vendors and $150 for non-profits. This includes a 10×10 vendor tent, (1) table and (2) chairs. To reserve your spot, go to surpriserec.surpriseaz.gov where you can create an account for your organization if you haven’t already, then click the Special Events tab where you can register. Youth Council

Surprise Youth CouncilThe City is recruiting new members for the Surprise Youth Council (SYC) – a group of trailblazing teens who are making a difference in their community! SYC members serve the community by collaborating with local leaders, including Mayor and City Council, to give a voice on City issues and help solve youth issues through awareness campaigns, service projects and community-building events. Tax Preparation Services

Tax season is here and the City is here to help! The City of Surprise has partnered again with A New Leaf to offer free tax preparation services to both individuals and families with qualifying incomes. The Volunteer Income Tax Assistance Program (VITA) offers IRS trained and certified volunteers to assist households making less than $58,000 and need help processing their annual income tax returns for free. Tax preparation assistance will be available through April 18 at the Surprise Resource Center, 12425 W. Bell Rd, Suite 124 and through April 13 at Riverboat Bingo, 18300 W. Bell Rd. No appointment is necessary, and walk-ins are welcome on Mondays and Tuesdays from 4 p.m. to 6 p.m. and Thursdays from 9 a.m. to 11 a.m. Please note the Resource Center will be closed on Monday, February 21, for President’s Day. A New Leaf Shelter Comes to Surprise

The West Valley Housing Support Center in Surprise.Primarily known as a nonprofit that provides shelter and other services for domestic violence victims, A New Leaf provides a range of programs for Valley homeless, families, foster children and those in need of financial advice.

The Arizona Department of Housing awarded $1.14 million to A New Leaf to support the West Valley Housing Support Center in Surprise. Construction is set to begin on the $1.5 million project in April 2022 with opening expected by September. The center will offer temporary housing to women and families as well as housing support services to far West Valley residents in need of permanent housing, employment and other related services. USTA Tennis Series Comes to Surprise

The Surprise Tennis and Racquet Complex is proud to welcome several United States Tennis Association (USTA) tournaments.

  • February 4-6: USTA Adult 65 and Over 6.0 and 9.0 Men and Women
  • February 11-13: USTA Adult 65 and Over 8.0 Men & Women

Surprise Spring Training

The 20th annual Surprise Spring Training Season kicks off on Saturday, February 26 with the annual Surprise Sundancer Charity Game at Surprise Stadium, featuring home teams – the Texas Rangers and Kansas City Royals. The 2022 schedule features games every day from February 26 through March 26, with a doubleheader on February 28.

Season ticket, mini-plan packages and single-game tickets are on sale now at SurpriseStadium.com. By choosing one of our multi-game ticket packages, you will receive unique perks, such as savings over the individual game ticket price and choice of the best available seating locations.

City of Surprise Budget Kick-Off

The FY2023 budget building process has begun! The Finance Department will give a series of presentations to City Council over the next few months, and the City Manager will release his Recommended Budget in April, which will be followed by public review and then final adoption of a balanced budget in June. Please stay tuned to future Council Meetings for the overall development of the budget and upcoming annual process.

Surprise Party Tree Lighting

Mayor and Council attended the tree lighting ceremony to kick off the Annual Surprise Party in front of Surprise Stadium on Friday, December 3. Thank you to the community for coming out to enjoy another successful holiday celebration, and to our Surprise Parks and Recreation team for all they do to make this a Winter Wonderland in the desert.

Christmas Tree Drop-Off

Christmas Tree DisposalSurprise is offering four Christmas tree drop-off locations for residents’ convenience. The lots are open December 27, 2021 – January 18, 2022 at the following locations:

  • Bi-Centennial Park
    16705 N. Nash St. (south end of the parking lot)
  • Surprise Recreation Campus / Youth Baseball Complex
    15795 N. Parkview Pl. (across from Valley Vista High School)
  • Dick McComb Softball Park
    17894 Westpark Blvd. (parking lot on corner of 180th Ave & Westpark Blvd.)
  • Asante Community Park
    16763 W. Vereda Solana Dr. (parking lot at the north end of the park)

Senior Center Holiday Party

On December 17, I along with Mayor Skip Hall and Councilmembers Winters, Cline and Judd attended the Annual City of Surprise Senior Center Holiday Party at The Colonnade. This annual event to celebrate the holidays included a delicious lunch and raffles for all to enjoy. Thank you to the Surprise Senior Center for hosting such a fun event!

Surprise Ribbon Cutting

On Tuesday, December 14, I along with Mayor Hall, Vice Mayor Duffy, and Councilmembers Winters, Cline, Hastings and Judd had a great time celebrating the openings of Surprise Fire-Medical Fire Stations 304 & 308 with a ribbon-cutting ceremony! Thank you to everyone who came out for the event and to all Surprise voters who made these projects possible.

Senior Center Update

The Surprise Senior Center began the next phase of reopening on August 9. The center is now open from 9 a.m. to 2 p.m., Monday through Friday for member-led activities, special groups, clubs and self-led fitness in the gym without reservations.

All participants are required to fill out a new enrollment packet when returning to in-person programming. Facemasks are strongly recommended and social distancing is encouraged. High-touch areas will be cleaned and sanitized frequently throughout the day.

Dates, times and capacity requirements are subject to change without notice. At this time, there is no open recreation.

9/11 Remembrance Ceremony

The City of Surprise will be holding a ceremony at 8:30 a.m. Saturday, September 11, to commemorate the 20th anniversary of the 9/11 terrorist attacks. We will honor the victims, survivors and heroes of that day. Mayor Skip Hall, Fire-Medical Chief Tom Abbott and Police Chief Benny Piña will speak as part of the ceremony.

Surprise Fiesta Grande

Our Annual Street Festival is back! Join us for the 8th Annual Surprise Fiesta Grande to celebrate our city’s cultural heritage on Saturday, October 9 from 5 – 10 p.m. Admission and parking are free! Plus, we’ll have free shuttle drop-off to the area. Authentic Mexican food, classic car show, arts and crafts, music & live entertainment and more! Motorcycle Safety Class

Join the Surprise Police Department for a Motorcycle Safety Class on Sunday, September 19, from 8 a.m. – 12:30 p.m. in the Surprise Stadium parking lot, 15850 N. Bullard Ave. There will be time for participants to apply their learned skills on an interactive course, promoting optimal response to dangerous riding situations. This course is for current motorcycle riders. A valid driver’s license and motorcycle endorsement, motorcycle, and helmet are required to attend this class. 2022 Spring Training Schedule

Major League Baseball has released the 2022 Cactus League Spring Training schedule in conjunction with the Kansas City Royals and Texas Rangers. Opening Day is set for Saturday, February 26 with the Texas Rangers taking on the Kansas City Royals at Surprise Stadium.

Gaines Youth Baseball Field Fully Funded

The City of Surprise has experienced better-than-expected one-time revenues in Fiscal Year 2020 thanks to strong growth in housing permits and retail sales collections. As a result, Council voted to fund more than $8 million in park-related projects that will advance the City’s Parks and Recreation Master Plan goals. Gaines Youth Baseball Field will now be fully funded ahead of the original timeline! The project, which includes a lighted youth ballfield, restrooms, lighted and paved parking lot, netting, and fencing, is anticipated to be completed this summer! Also funded is a new eight-acre park at Greenway Road and Parkview Place that will provide additional programmable and rental field space, and a $3 million dollar budget to provide enhancements to the Surprise Community Park. Enhancements could include adding a restroom, improving dog park drainage, and exploring new lighting; however, the final project list will be determined following the design and submittal of actual costs.

Senior Center Activities

Valentine’s Day Canvas Decorating is scheduled for February 12 at 9 a.m. During this virtual event, participants will create a love-inspired canvas using everyday household items. To reserve your canvas, please call 623.222.1500.

America’s Pastime Spring Training Party takes place on March 3! Members can pick up a bag of baseball surprises and then join the virtual party at 1 p.m. To participate, please call 623.222.1500.

Surprise Day of Service

If you are looking for a way to give back to your community, please consider volunteering for the Surprise Day of Service on February 20, from 8 a.m. – 1:30 p.m. at St. Mary’s Food Bank, located at 13050 W. Elm Street. To volunteer, please call 623.222.1522.

The City of Surprise has launched a campaign encouraging residents to “Keep it Beautiful, Surprise!” This anti-litter campaign reaffirms that the City of Surprise takes pride in being a safe, clean and attractive city, where residents and businesses can thrive and visitors are impressed. Home Beautification Award

I am proud of our residents and their work to keep Surprise a clean and safe community. My Home Beautification Awards are a way for me to thank you and recognize the hard work and pride you have put into your home. This year, I will be continuing the program by awarding homeowners with a “Home Beautification Award” and an A-frame sign to display in front of their home. Be on the lookout for winners!

Holiday Trash Collection Schedule

Please note that Presidents’ Day is Monday, February 15, and city-serviced sanitation customers will have their trash pick-up postponed by one day.

Spring Training 2021

Spring Training returns to Surprise on February 27! The Texas Rangers will take on the Kansas City Royals at 1:05 p.m. to kick-off the season. A complete schedule of games can be found at SurpriseStadium.com.

Surprise Stadium is working hard to develop protocols to protect the health and safety of fans. Ticket details and safety precautions are developing and more information will be coming as we get closer to the start of the season. Surprise City Academy

The Surprise City Academy is going virtual this year! Residents, students and business owners can learn about the City directly from the Mayor, Councilmembers, City Manager and upper-level city staff. The Academy begins on February 22 and is free to attend. Classes will meet via WebEx from 6:00 p.m.-7:30 p.m on Mondays through April 26. Registration is required. Free Tax Preparation Assistance

Thanks to a partnership with A New Leaf, the Human Service & Community Vitality Department is proud to offer free tax preparation services for qualified households from now until April 14. The Volunteer Income Tax Assistance Program (VITA) provides certified, IRS trained volunteers to assist those households that earn less than $56,000. In addition to tax preparation, they can also help taxpayers apply for additional benefits such as the Earned Income Tax Credit.

No appointment is needed and walk-ins are welcome. VITA is offered at two locations.

  • Surprise Resource Center, 12425 W. Bell Road, Suite 124, on Mondays and Tuesdays from 4 p.m. to 8 p.m. and Thursdays from 9 a.m. to 1 p.m.
  • Riverboat Bingo, 18300 W. Bell Road, on Wednesdays from 11 a.m. to 3 p.m.

Library Updates

In addition to the recently expanded hours at the Hollyhock Library, we are happy to announce that a third library has been built in the City of Surprise. Asante Library held a ribbon cutting and Grand Opening celebration on February 1. This 10,000 square foot space offers meeting and study rooms which is another first in our city. In addition to the beautiful view of Asante Community Park and the White Tank Mountains, Asante features self-check kiosks, public access computers, free Wi-Fi and a multipurpose room to accommodate a variety of programming options. MLK Day of Celebration & Service

This much-anticipated event is truly a point-of-pride in our community. Some of the community service projects included writing thank you letters to Veterans, assembling hygiene kits for homeless outreach projects and filling backpacks full of school supplies. We thank the Human Service & Community Vitality Department and countless volunteers that made this event such a great success!

Economic Development

Last month, I attended a groundbreaking for Quick Quack Car Wash at Litchfield and Waddell Roads. They boast a “green & clean” facility and a car wash that is completed within three minutes. We are happy to see new businesses coming to Surprise and we wish them much success.

Last month we also attended a ribbon cutting for Spencer’s Place at Waddell and Reems Roads. This local shop is not only a great place to get pastries and a cup of coffee but it also provides training and employment for those with mental and cognitive abilities. We appreciate your dedication to making a difference in our community!

Fire Station Open House

In January, the Surprise Fire-Medical Department hosted an Open House at Fire Station 301, 16750 N. Village Dr. E. (Bola and Village). It was a great opportunity to tour the fire station, get an up-close look at the fire engines and learn more about all of the firefighting equipment. I would like to thank the Surprise Fire-Medical Department for taking the time to host this Open House and for all they do to keep our community safe.

Spring Training

We are looking forward to the start of another great Spring Training season at Surprise Stadium! It all starts with the Surprise Spring Training Welcome Back Luncheon from 11 a.m. to 1 p.m. on Friday, February 14, at Surprise Stadium. Admission is $30 and will include entry into the 1 p.m. Sanderson Ford College Baseball Classic game. The College Baseball Classic series runs from February 14-17. Tickets for the College Baseball Classic are $15 for adults and $12 for students and seniors over 55.

Spring Training starts on February 21 and continues through March 21. Single game ticket prices start as low as $8. There are a number of ticket promotions and special events including Military Appreciation, fireworks night and Chick-fil-A Residents Day every Monday.

District 4 Community Meeting

Utility Rate Study Approved by City Council

City Council approved the Utility Rate Study during the February 19th Regular Council Meeting, effectively adjusting the five-year rate schedule for city serviced solid waste customers at the beginning of fiscal year (FY) 2020 which begins on July 1, 2019. Single-family solid waste customers will pay a monthly base rate of $20.70 starting July 1, 2019 and with another scheduled increase to $23.40 on July 1, 2020. The rate schedule will then increase the rate by $0.10 each fiscal year beginning in 2021, bringing the rate to $23.70 on July 1, 2024. Residential water and wastewater utility rates will remain unchanged in FY 2020-2024. This is the first significant solid waste increase since 2010; a $0.33 rate increase did go into effect in FY 2019. Household Hazardous Waste Event

You no longer have to wait in line to drop off your household hazardous waste. Instead, they will be coming to you. Starting April 1-12, Surprise residents will now be able to schedule appointments to have their household hazardous waste picked up directly from their homes. Scheduled pick up will occur April 8-19. I was honored to be a part of a ceremony last month where a veteran received a mortgage-free home thanks to the nonprofit Building Homes for Heroes and Chase Bank. It was amazing to join Council, the organizations and the family for this welcome home event. I truly hope the family feels at home here in Surprise.

On March 28th from 6-8 p.m. our city will be hosting its annual State of the City. This year, we will be celebrating the tenth anniversary of the opening of our City Hall.
